Make sure the 'Master Browse Server' is enabled:
NET VIEW /DOMAIN:<GroupName>
(where <GroupName> is the name of the workgroup).
NOTE 1: If the workgroup name contains spaces, then enclose it in quotation marks.
NOTE 2: If a browse list displays, the browse server in your workgroup is functioning correctly.
